Carefully designed programs that comply with all ethical standards for the development and education of children of different ages, allow parents to not be afraid to leave their kids alone with the TV. The kid can play with friends, because you can connect two joysticks to the console suitable for both right- and left-handers. The console also has a feature “Karaoke”, so the child will be able, using a microphone to sing along to songs with favorite characters from cartoons. Sometimes graphical glitches appear such as the tiles for the track repeat all over the screen (top layer).

Sorry I didn't check earlier, your -record for whatever reason did not work, it comes back:
F:OLDER_MAME>mame64_220 vsmile scoobydo -playback vsmile_bug.inp
Input file: vsmile_bug.inp
INP version 3.0
Created Sun May 17 15:17:59 2020
Recorded using MAME 0.220 (mame0220)
Input file is for machine '___empty', not for current machine 'vsmile'
V.Smile: Detected (XML) vsmile_rom
Total playback frames: 1
Average recorded speed: 100%

I tested and made a valid recording using this command-line and it created a valid one for me:
mame64 vsmile scoobydo -record scoobydoo.inp
It seemed to playback ok, with the following command:
mame64 vsmile scoobydo -playback scoobydoo.inp
I fear you'll need to make a working .inp
